The CISI examination is booked and paid for separately, directly with the CISI. The price on this page covers the Tadawul Academy preparation course only. Current CISI fees are set out below, and the gap between the UK and international price is larger than most candidates expect.

Who this UAE Financial Rules & Regulations course is for

The syllabus is built on UAE federal law and regulator decisions rather than general market theory, which makes it useful to:

  • Staff in licensed capital market institutions whose role sits inside the UAE licensing regime
  • Compliance officers, MLROs, AML analysts and internal audit staff in banks and brokerages
  • Brokerage staff and client-order handlers dealing on the ADX, DFM and DGCX
  • Fund administration, custody, clearing and settlement teams
  • Promoters, introducers and advisers working under the suitability and appropriateness standards
  • Candidates taking this exam as the regulatory unit of the CISI Capital Markets Programme
  • New entrants who need the regulatory paper before they can be approved for a role

There are no entry requirements, though CISI advises proficiency in English to CEFR B2 level: the questions test close reading of conditions and exceptions as much as knowledge. One thing to establish first — CISI states that the UAE licensing regime mandates specific CISI examinations combined with this one for particular roles, so this paper is often half of what a licence requires. Confirm the combination for your role before you book anything.

What passing gives you

On its own, passing completes the UAE Financial Rules and Regulations regulatory unit, which CISI lists among its Qualifying Level 3 units in the Non-UK Regulatory Exams group.

Passed with a technical unit it becomes something larger, and this is the part most provider pages miss. The CISI Capital Markets Programme is built from one regulatory unit plus one technical unit, and CISI names this exam — in English and Arabic — as an accepted regulatory unit. Pair it with Securities or Derivatives and you hold what Ofqual recognises as the Level 3 Certificate in Securities or the Level 3 Certificate in Derivatives, level 4 on the European Qualifications Framework, total qualification time 183 hours. Completing that programme is also what entitles you to apply for Associate membership and the ACSI letters; this exam by itself does not, whatever you read elsewhere. Candidates sitting Capital Markets Programme exams in the UK, Ireland, Europe and North America must pass CISI’s IntegrityMatters test first.

What the exam covers

The current specification is version 4.2, effective from 10 September 2023. Eight elements, with the number of questions each contributes:

4. Markets 14 The Depository Centre, share issues and buy-backs, troubled listed companies and the watch list, conciliation, debt and Islamic securities, derivatives, and crypto assets under Decision 23 of 2020.
5. Anti-Money Laundering and Combating the Financing of Terrorism and Illegal Organisations 14 Federal Law No. 20 of 2018: offences, customer due diligence and beneficial ownership, PEPs, suspicious transaction reports, record keeping, the compliance officer’s tasks, penalties, tipping off, and UAE market abuse and conflicts practice.
6. Client Protection 10 Suitability and appropriateness standards under Decision 05/Chairman of 2020, client money and asset segregation and reconciliation, client communications, financial promotions, introduction, and SPACs.
7. Trading 11 ADX e-trading and foreign broker access, broker obligations on client orders and block deals, the clearing, depository and registry rules, commodities clearing, and DGCX contract specifications.
8. Dubai Financial Market (DFM) 11 Brokerage firm obligations, securities trading rules, insider trading, mistakes and cancellations, the professional code of conduct, online trading sessions, order types and order prioritisation.

The count for any element can move by up to two questions between papers, but the shape holds. Elements 7 and 8 are 22 marks of exchange procedure that most candidates leave until last and then run out of time for.

What separates this paper from the rest of the CISI Level 3 range is the kind of knowledge it wants. Almost every learning objective is set at know rather than understand, and the material is specific: numbered decisions, article-level obligations, capital requirements by licence category, retention periods, penalty ranges, DGCX contract sizes, DFM order conditions. Comparison tables beat highlighting here. Build them for the pairs the examiner returns to: suitability against appropriateness, client assets against client money, an obligation against its exception, ADX against DFM.

One thing to know before you start. Version 4.2 and its workbook are written around Federal Law No. 4 of 2000 and the Securities and Commodities Authority. That law was repealed on 1 January 2026 by Federal Decree-Laws No. 32 and 33 of 2025, which reconstituted the SCA as the Capital Market Authority. CISI still sells the exam under the same name and still publishes version 4.2 as the current syllabus, checked 3 August 2026. Answer from the material CISI supplies for your sitting rather than from the new decree-laws, and check Candidate Update, where CISI publishes the amendments that are assessed.

Resits Up to six attempts at the same subject in any rolling 12-month period. After three attempts within a 12-month period, a six-week rest period applies, counted from the date of the third sitting.

Read that resit rule carefully. It runs on a rolling 12 months from each sitting, not a calendar year, and the six-week pause after a third attempt is enforced. An employer can apply to CISI to waive it once, for a fourth attempt.

What the exam costs

CISI’s own fees, separate from the price of this course. From the CISI price list covering 1 April 2026 to 31 March 2027, checked 3 August 2026.

Booking in the UK

  • Total: £314. CISI lists no saver package for this unit.

Booking internationally

  • First sitting: £221, with the workbook included
  • Resit within the same syllabus version: £209

Other CISI fees

  • Qualification Registration Fee: £68, paid once, on your first CISI qualification
  • Performance Review after a failed attempt: £40, and free once you have failed the same subject three times
  • Hard-copy certificate: £40. The e-certificate in MyCISI is free.

Two things follow from those numbers. An international first sitting at £221 with the workbook included costs £93 less than the same exam and workbook bought in the UK, so book through the right office: CISI’s Dubai office covers the UAE, Bahrain, Qatar, Oman, Kuwait and Jordan and can confirm local pricing and any invigilation fee. And the reduced resit price applies only within the same syllabus version, which is an argument for sitting while the current edition is live. Confirm figures on the current CISI price list before booking.

How to plan your study

These schedules are ours, not CISI rules. Budget around 100 hours for a first sitting, more if UAE regulation is new to you:

  • Ten weeks at around 10 hours a week
  • Fourteen weeks at around 7 hours a week

Because the marks are spread evenly, sequence matters more than the total. Order the material by how quickly it decays rather than by chapter number:

  1. First. Element 1, 11 marks. It supplies the licence categories and vocabulary that Elements 2, 3 and 4 assume you have.
  2. Second. Elements 2, 3 and 4 — 43 marks, the densest part of the syllabus, built on numbered decisions you will need to see several times. Keep a separate comparison sheet for each.
  3. Third. Element 5, 14 marks. If you work in compliance you will recognise most of it; answer the practice questions early to check your working knowledge matches Federal Law No. 20 of 2018 as examined.
  4. Fourth. Elements 6, 7 and 8 — 32 marks of standards, exchange procedure and contract detail. Leave these closest to the exam: fastest to forget, fastest to relearn.

Start the practice questions around the quarter mark rather than saving them for the end — on a recall paper they are the only reliable way to find out what has stuck. In final revision work in mixed sets, and make yourself say why each wrong option is wrong. Book once you are clearing 80%, which leaves margin for unfamiliar wording and exam-day pressure.

Using this course with the CISI workbook

Study from the workbook attached to your current booking, not an old copy circulating online. The syllabus PDF is worth reading, but it is a list of objectives, not the study text. At Level 3 you are expected to apply what the workbook explains to situations it does not spell out, and an answer can draw on more than one part of the book: a question on a promoter’s obligations can turn on Element 6 and the licence categories in Element 1 at once.

Frequently asked questions

Is this exam required for a UAE licence?

CISI states that the UAE licensing regime mandates specific CISI examinations, combined with this one, for specific roles in the capital market sector. Which additional exam applies depends on the role and the licence category, so confirm the requirement for your position with your compliance department or the regulator.

Why does the syllabus still refer to the SCA?

Because version 4.2 predates the change. Federal Decree-Laws No. 32 and 33 of 2025 took effect on 1 January 2026, repealing Federal Law No. 4 of 2000 and reconstituting the Securities and Commodities Authority as the Capital Market Authority. CISI still lists the exam under the same name and publishes version 4.2 as the current syllabus. Prepare from the workbook supplied with your booking and check Candidate Update rather than guessing how the new laws will be tested.

Does passing this exam give me a full CISI Level 3 certificate and the ACSI letters?

Not on its own. Pass it with Securities or Derivatives and you complete the Capital Markets Programme, which Ofqual recognises as the Level 3 Certificate in Securities or in Derivatives and which entitles you to apply for Associate membership and the ACSI letters.

Do I need the CISI workbook as well as this course?

Yes. The workbook is the examination text and CISI requires it to be bought with your booking. This course adds lectures explaining the harder decisions, slides to revise from, and practice questions to test whether the reading has stuck.

How much does the exam cost?

Booking in the UK, £209 for the exam plus £105 for the mandatory workbook, £314 in total. Booking internationally, £221 for a first sitting with the workbook included, and £209 for a resit within the same syllabus version. Are there mock exams and practice questions?

The course includes multiple-choice practice questions written around the CISI examination format, organised by chapter, plus mixed sets once you have covered the syllabus. They are our own questions. CISI does not publish past papers and no provider has access to its live questions, so any PDF of “real” UAE Financial Rules questions circulating online is not an official document. What CISI does publish is the syllabus, which lists every objective the paper can test, down to the article numbers.

How long does preparation take?

Budget around 100 hours. Ten weeks at 10 hours a week, or fourteen at 7, both get you there. Your timing depends on how much of the rulebook you work with day to day — compliance and brokerage staff move faster through Elements 2, 5 and 6 and slower through the fund and exchange detail in Elements 3, 7 and 8.

Does this course include live classes?

No. Everything is recorded and self-paced. For questions on the material, use the Ask the Trainer section and you get a written answer.

What happens if I fail, and how many resits am I allowed?

Up to six attempts at the same subject in any rolling 12-month period, with a six-week rest period after the third. A resit costs £209 booked internationally, within the same syllabus version. If you fail the same subject three times, CISI provides a Performance Review free of charge, showing your score element by element — on a paper this evenly weighted, that is the difference between revising everything again and revising the two elements that cost you the pass.
