Office of the Senior Managing Director for Development Policy and Partnerships
The World Bank’s Senior Managing Director’s (SMD) key mandate includes overseeing the Bank’s knowledge and partnership programs and ensuring that the Bank’s analytical work… continues to address the pressing development challenges facing client countries and global partners. The office, among other responsibilities, provides strategic guidance on the World Bank’s global knowledge; oversees key partnerships with shareholders, development agencies, other multilateral development banks and academia; helps shape and drive the Bank’s strategic directions; and mobilizes support and financial resources across the international community.
Building on the progress of past efforts, the World Bank Group’s Knowledge Compact for Action aims to empower public and private clients by systematically making the latest knowledge available to respond more effectively to increasingly complex development challenges. This includes knowledge embedded in policy advice, expertise and know-how (including from financing operations) as well as the latest research, data and tools to formulate robust development policies and programs. The Compact will deliver this knowledge to clients under the four pillars of enhanced products, partnerships, learning and systems. To advance the knowledge agenda, the practice groups are organized into five vertical vice presidencies aligned with the new mission (People, Prosperity, Planet, Infrastructure and Digital). In addition, three departments have been created to enhance coordination, integration and outcome orientation across the WBG:
• The Knowledge and Learning team foster systematic and consistent curation and use of knowledge and development know-how to develop client and staff capacity and delivers tailored, world class development solutions to clients. It also houses the new WBG Academy.
• TheOutcomesteam generates metrics, aggregates results and monitors in real-time how and where the Bank is driving development outcomes, by identifying cross-cutting thematic areas that require additional efforts and resources.
• TheInnovationteam drives forward-thinking innovative approaches and engages in new frontiers to address the most complex development challenges.
About the World Bank Group Academy. The World Bank Group Academy provides capacity development and training to policymakers and development practitioners to help them design and implement effective social and economic policies that reduce poverty and boost shared prosperity on a livable planet. In doing so, the Academy aims to help build a cadre of development leaders and practitioners in WBG client countries.
The Academy was established in June 2024 and serves as a unified platform for the World Bank, IFC and MIGA to foster capacity in client countries. Content design, instruction, and delivery are led by technical experts in the global practices and regions at the World Bank Group. The WBG Academy offerings include in-person technical training, e-learning, peer-to-peer and hands-on courses or learning events, knowledge events, and deliveries of communities of practice. Topics are aligned with global challenges and country priorities. Current featured programs focus on advancing sustainable and inclusive reforms and programs necessary to promote growth, enhance social protection, create jobs, and achieve the SDGs.
The SMDKL department seeks a skilled Senior Knowledge and Learning Officer, Communities of Practice (COP) to join the Knowledge Engagement and Learning Department (SMDKL). The Senior Knowledge and Learning Officer will play a pivotal role in fostering collaboration, knowledge exchange, and innovation within the World Bank Group and externally, among clients and key partners. This role will focus on helping World Bank Group teams on building, managing, and sustaining Communities of Practice for learning and co-creation of actionable knowledge. This will include teams in the World Bank Group Academy, who the Senior Knowledge and Learning Officer will advise in their efforts to cultivate and grow dynamic global Communities of Practice in specific thematic areas, to guide their strategic development, to manage knowledge-sharing activities, and to engage members in meaningful interactions.
Duties and accountabilities:
Strategy
• Develop guidelines, standards, and governance structures for CoPs within and supported by the World Bank Group.
• Align CoP activities with the WBG priorities and mission.
Capacity development in WBG member countries
• Provide mentoring and technical assistance to teams fostering global CoPs supported by the World Bank Group (including through the WBG Academy).
• Provide capacity development to business units across the WBG to improve quality of overall program delivery around CoPs.
• Advise and support the business units in design and delivery of external knowledge events specifically focused on building CoPs, in line with best practices.
• Facilitate methods to foster and improve peer learning and the development of new competencies within the CoPs.
Internal Community Building and Engagement
• Help World Bank Group teams in their efforts to identify, recruit, and engage key members of their affiliated World Bank Group CoPs, fostering a vibrant and diverse community.
• Facilitate collaboration and active participation among members, encouraging knowledge sharing and peer-to-peer learning.
• Organize virtual and in-person CoP events, workshops, and knowledge-sharing sessions.
Knowledge Management
• Curate, develop, and share knowledge resources relevant to CoPs.
• Promote the creation and dissemination of best practices, case studies, and other learning materials.
• Manage knowledge exchange platforms, including forums, databases, and communication tools relating to CoPs.
Partnerships and Collaboration
• Work in close collaboration with the WBG Academy team, consult and liaise with business units across the WBG to ensure alignment with corporate priorities and the WBG Corporate Scorecard/Global Challenge Programs.
• Cultivate relationships with external partners, stakeholders, and other relevant communities of practice.
• Explore opportunities for cross-CoP collaboration and networking.
Selection Criteria
• Master’s degree in Education, Social Sciences, Knowledge Management, or other relevant fields.
• Minimum 8 years of experience in managing or facilitating communities of practice or similar networks, preferably in an international or global development context, and minimum 8 years of experience in knowledge management or a related field.
• Proven experience in knowledge management, capacity building, or organizational learning.
• Excellent communication and presentation skills in English. Knowledge of other languages is a plus.
• Proficiency in using online collaboration tools and platforms.
• Strong leadership and community-building skills.
• Experience establishing key performance indicators (KPIs) to measure the success of a program.
• Experience in global development and international organizations and/or field experience or FCV is a plus.
• Facilitation skills for virtual and in-person meetings.
• Flexibility, creativity, and innovation in developing community engagement strategies.
• Passion to work towards achieving the World Bank Group mission. Familiarity with its priorities and operations.
• Good team player with excellent interpersonal skills and the ability to interact tactfully with people at all levels in a multicultural environment.
• Proven experience in developing strategies for enhancing the long-term impact of Communities of Practice (CoP) through programmatic approaches.
• Proven personal ethics and integrity, sound judgment, and resourcefulness. A self-starter with a positive attitude.
• Proactive, inclusive, and innovative, with an open and collegial work style and ability to listen and integrate ideas from diverse points of view.
