Country Management Unit Context
The World Bank’s GCC Country Management Unit (CMU) is the principal liaison between the World Bank and the six Arab States of the Gulf Cooperation Council, namely Bahrain, Kuwait, Oman, Qatar, Saudi Arabia, and the United Arab Emirates. The GCC Country Department facilitates the provision of Reimbursable Advisory Services (RAS) from the Bank to the GCC countries, the GCC Secretariat General and GCC affiliated institutions. The GCC Country Department’s program and relationship is managed through four offices: a Regional Office in Riyadh, KSA, a Country Office in Kuwait, a Country Office in Abu Dhabi UAE, and an Anchor unit in the World Bank HQ in Washington, D.C. The Department’s Management Team (DMT) comprises of the CD. Resident Representatives, the Program Leaders, the Program Manager, and the Senior Operations Manager based in HQ.

MNCO5 is seeking a Program Manager for the Reimbursable Advisory Services program (RAS) in the Gulf Cooperation Council countries (GCC), based in Riyadh, Saudi Arabia. The Program Manager will be the focal point with the Ministry of Finance in Saudi Arabia overseeing the Technical Cooperation Program (TCP) which includes many technical and advisory tasks spanning numerous ministries. The Program Manager will also oversee the program in Oman and will work with the two Resident Representatives covering UAE, Bahrain, Kuwait, and Qatar. S/he will work closely with the Country Director and the program leaders in developing and implementing strategies, maintaining strong client relations, and overseeing the quality and timeliness of delivery. The candidate will be responsible for the preparation of the TCP on an annual basis working jointly with task teams, the PLs and the clients. S/he will also be responsible for reviewing the quarterly billing and ensuring accuracy and timeliness in submitting to the client.
Reporting Lines
The Program Manager reports to Country Director (CD), who leads Saudi Arabia Country Management Unit (CMU) and will be a key member of the CMU Management Team.

Roles And Responsibilities
• Client Relations
• Assists the CD in representation of the Bank and outreach to key stakeholders, especially as they relate to program matters and the broader strategic agenda for the Bank.
• Day-to-day dialogue with the government on a broad range of policy and implementation issues and keeping the Country Team abreast of that dialogue.
• Country Strategy Formulation and Implementation
• Play a key role in the formulation and implementation of the Saudi Arabia Partnership Engagement.
• Advise the CD on the yearly WPA and MOU processes.
• Facilitate related business development, as requested by the CD, in collaboration with Program Leaders and other GP staff.
• Support the CD in facilitating cooperation with IFC and MIGA.
• Pipeline and Portfolio Quality and Monitoring
• Organize and lead, jointly with the client and other development partners as necessary, periodic portfolio review meetings in coordination with GPs.
• Closely monitor project portfolio and operational performance and ensuring compliance with Bank policies. Review and provide comments on all packages; liaise with projects’ team leaders to ensure all comments are considered before clearance.
• Work closely with multidisciplinary project teams to ensure that new RAS are strategic in light of Saudi Arabia’s Vision 2030 and Vision Realization objectives; ensure that at the technical level, the CMU is part of and influences the client conversation early on in the process, and that issues for management attention are timely flagged and followed up upon.
• Engage the Program Leaders and other members of the CMU in an effective way to influence the quality of the pipeline, portfolio, and ASA program.
• Review, comment on, and clear all out-going correspondence signed by the CD; manage in-coming correspondence; review/comment/clearance of all operational requests and provide inputs to corporate requests related to Saudi Arabia.
• Prepare a range of reports and briefs to counterparts, regional and senior management.
• In coordination with the Resource Management team, monitor the implementation of the WPAs, utilization of resources, including providing periodically updated information to TTLs for budget monitoring at task level; monitor the utilization of CMU resources during the Fiscal Year including reallocation of CMU budget towards operational uses/projects.
• Serve as a liaison, coordination, and integration point for the extended country team, providing guidance and advice on country developments, operational priorities and strategies as needed.
• Lead preparation of high-level missions and senior visits in Saudi Arabia.
• Support development/update of the CO administrative guidelines and contribute to their implementation, including Country Office Security and Safety Program and Business Continuity Plan covering Bank Group personnel (including travelers on Bank Group business).
• Business Management (incl. strategy, operations, and quality control) responsibilities
• Be an active member of the CMU Management Team, functioning as deputy to Country Director and act in his/her absence.
• Collaborate with Program Leaders and the operational team to promote integrated development solutions across the WBG.
• Lead work program discussions with the Government on WBG related activities.
• Provide ongoing updates, guidance, advice, and support on local political, social, economic, and other relevant developments to the CD and other CMU team members.
• Support the CD and serve as an active catalyst in implementing and planning the business strategies. Support the development of high-quality work programs and be attuned to client demand and country contexts.
• Oversee all aspects of portfolio quality in coordination with Regional and Global Practice quality units.
• Provide operational guidance and quality assurance from the CMU perspective to the CD and operational and task teams including advice on the implementation of operational policies and guidelines and the use of instruments.
• On behalf of the CD, lead the monitoring of the CMU’s work program, flag implementation problems for attention by clients and Bank management, and take the lead in resolving systemic portfolio issues.
• Interact directly with Global Practice quality and portfolio colleagues on program design and implementation issues and provide operational support for problem or high-risk operations. Lead preparation of portfolio reviews, including implementation of agreed actions and follow-up with Governments on recommendations.
• Develop and support the CMU Operations team focusing on increasing team integration, standardizing work processes and procedures across the CMU.
• People and Talent Management responsibilities
• Overall responsibility for the day-to-day management and operation of the Riyadh country office including resource management, security, external and internal communications, and facilities.
• Oversee and manage the work program for staff tagged to the Program Manager (these include GA-GD staff, and CMU-mapped GE-GG operations staff); mentor local staff, particularly on operations and portfolio issues.
• Work closely with the CAO’s Office on issues such as audits of the country office, and with the HR Business Partner on HR related issues.
• Resource Management responsibilities
• Manages the unit’s budget. Ensures effective formulation of the unit’s budget proposal, input into budget decisions and managing the unit’s financial resources effectively and efficiently.
• Knowledge Management responsibilities
• Coordinates with the Program Leaders, Sr. Knowledge Management Officer, and Sr. Communications Officer to disseminate best practices and lessons learned.
• Support task teams to apply global knowledge and considers local political economy in the work program.
Selection Criteria
• A minimum of 8 year-operational experience. An advanced degree (master’s degree) in business administration, public administration, engineering, project management or any other discipline with strong emphasis on process management.
• In-depth knowledge of and extensive practical experience in applying the Bank’s policies, practices, and procedures.
• Knowledge of Reimbursable Advisor Services is highly desired.
• High level of integrity and discretion, sound business judgment, diplomatic skills, and ability to create effective working relations with clients and colleagues in the CO, with sector teams, and visiting missions.
• Demonstrated ability to undertake a diversity of tasks, with proven ability to work cooperatively with multi-disciplinary country teams in a rapidly changing and demanding environment on short deadlines.
• Proven track record on the quality of portfolio performance management.
• Ability to promote client/beneficiary participation and commitment to ensuring effective implementation and longer-term sustainability of projects/programs.
• Ability to coach, mentor, develop and empower more junior staff, provide seasoned advice to more senior staff and managers, and work collaboratively with peers.
• Solutions oriented: Ability to analyze complex problems and work jointly with teams to find solutions.
• Strong communication skills, written and oral in English; Knowledge of Arabic desirable.
