The Secretary’s Department sits at the heart of the Bank of England, and has three core purposes:
• First, we contribute to effective decision-making and the smooth running of the Bank. We do this by providing the Bank’s central secretariat to the Bank’s Court of Directors, the Executive and subsidiaries; promote good corporate governance throughout the organisation; and provide advice to Governors on national security issues.
• Second, we help protect the integrity and impartiality of the Bank and its officials. We do this by maintaining and promoting Our Code and advising all levels of the organisation advising all levels of the organisation on conflicts of interest; handling “Speak Up” whistleblowing matters; and identifying, mitigating and managing insider risks.
• Third, we serve as a custodian of corporate information and institutional memory. We do this by cataloguing, preserving and making accessible historic records; acquiring and managing access to… information resources, and delivering a professional library service for the Bank; and delivering a records service which manages the Bank’s information and records to meet professional standards and statutory obligations.

National Security Unit

The National Security Unit (NSU) is responsible for the Bank’s work on national security issues to support decision-making. We work with HMG partners to provide Governors and other Bank officials with rigorous analysis and advice on the implications of these issues and to ensure protection of the Bank. We are also responsible for the Bank’s strategy on, and coordinate our engagement with, HMG national security policy.

Job Description

This is a key role reporting directly to the Bank’s Head of National Security but working closely with the Bank’s security teams and beyond. As an experienced intelligence analyst, you will be responsible for articulating the Bank’s assessment of the physical and personnel security threat and working closely with the Bank’s security teams and senior stakeholders to directly influence and challenge how the Bank protects its people, sites and other assets. You will draw on your extensive knowledge of physical and personnel security threat methodologies and experience to provide both operational and strategic threat intelligence reporting and assessment. You will work with cyber and financial sector colleagues and subject matter experts within the Bank and externally to ensure a common understanding in the Bank of external threat across different domains.

Number of direct reports: 0, although there is potential for line management responsibilities.

Role Requirements:

You will:
• Be responsible for articulating the physical and personnel security threat to the Bank.
• Respond to tasking from security teams to deliver intelligence products on a range of operational and strategic issues and themes.
• Ensure the Bank’s senior management understand the threat landscape and offer challenge to the Bank’s security functions on management of security risk.
• Co-ordinate the Bank’s collection and reporting requirements for physical and personnel security.
• Monitor all relevant threat actors and developments in threat methodology.
• Facilitate third party support both public and private sector and link in across other Bank intelligence functions including Technology.
• Represent the Bank within HMG, the financial sector, internationally and with the Central Bank security community.

Minimum Criteria
• Demonstrable experience of assessing physical security and personnel security threats within a UK environment with international exposure.
• Demonstrable experience of assimilating sensitive, routine and open source material into a single, customer focussed product.
• Previous experience of intelligence cycle and gathering from sources including secret intelligence. Ability to analyse large volumes of data, information and intelligence, identifying the key elements quickly.
• Understanding of geopolitical environment affecting security challenges.
• You will already hold Developed Vetting clearance, or be eligible and willing to apply.

• Strong written communication and presentational skills. Ability to translate technical and complex concepts into digestible language which is accessible for a range of audiences.
• A proven track record of using impact to influence and challenge.
• Excellent stakeholder management skills and ability to build strong partnerships within an organisation and externally.
• Confidence and ability to act as an ambassador for the Bank.

Desirable Criteria
• Vendor management skills with the ability to source suppliers, write clear requirements and manage external relationships.
• Able to quickly understand and interpret customer needs and deliver to tight deadlines and draft content for all levels of the organisation.
• Experience assisting investigations or knowledge of the investigative process.
• Understanding of cyber threat and hybrid nature.
• Understanding of security threats facing the Bank.
• Training in intelligence assessment.

Salary and Benefits Information

This specific role offers a base salary of £70,900 per annum.
We encourage flexible working, part time working and job share arrangements. Part time salary and benefits will be on a pro-rated basis as appropriate.

In addition, we also offer a comprehensive benefits package as detailed below:
• A non-contributory, career average pension giving you a guaranteed retirement benefit of 1/95th of your annual salary for every year worked. There is the option to increase your pension (to 1/50th) or decrease (to 1/120th) in exchange for salary through our flexible benefits programme each year.
• A discretionary performance award based on a current award pool.
• An 8% benefits allowance with the option to take as salary or purchase a wide range of flexible benefits.
• 26 days’ annual leave with option to buy up to 12 additional days through flexible benefits.
• Private medical insurance and income protection.

National Security Vetting Process

Employment in this role will be subject to the National Security Vetting clearance process (and typically can take between 6 to 12 weeks post offer) and the passing of additional Bank security checks in accordance with the Bank policy.
